Have you tried downloading the file before attempting to open it on the Mac?
What app is trying to view the .pdf file when you attempt to open it? After downloading the .pdf file, Right-click or Control-click the .pdf file and select the "Preview" app. If you have other apps installed which can view .pdf files, then you can try selecting one of them to open it as well to compare the results. Sometimes web browsers have their own built-in .pdf viewer (I think Firefox and Chromium base browsers have this feature).
Try booting into Safe Mode and trying to open the file. If this works, then it means you have some third party software installed which is interfering with the normal operation of macOS.

*.pdf Could not be opened - It may be damaged or use a file format that Preview doesn’t recognise. Hello! I have a problem that appeared a few weeks ago.. I can not open some pdfs that I receive via email. The issue goes as follow: I can not open the pdf file directly from the Mail app (MacBook Pro 16 2019, MacOs Ventura 13.2) The pdf can be opened it if I login in the email via Safari or if I redirect the email to someone else and open it from there(MacBook Pro 14 2020, MacOs Ventura), so the file is not broken.. I have also noticed that when i check the same email from the Mail app and from Safari (yahoo mail), the same file has different sizes, typically on the Mail app being smaller. I have tried synchronising and rebuilding in the Mail app. Any help is much appreciated. Thank you kindly!
Adobe AcRobat Reader - "could not open" file My Certified Apple tech recently needed to remove my old MacBook Air (13" - 2017) OS system and replaced it with a new MacOS Monterey 12.6.6. Problem. All of my files created using the old 'Pages" can no longer be opened by Adobe Acrobat Reader (which came with the new OS system) by reason quote: "Adobe Acrobat Reader could not open files 'pages' because it is either not a supported file type or because the file has been damaged (for example, it was sent as an email attachment and wasn't correctly decoded). The new OS system does not have the very convenient 'Pages' option - for whatsoever reason? Any suggestions please as to how I can once again open those previously generated 'Pages' documents? Thank you
